At one point a friend recommended to me GoogleDocs as a possible solution for my issues with trying to write fic on my Blackberry in the absence of any kind of word processing program. Which would be a solution for keeping every one of your fics -- whether in-progress or hibernating -- in a location they could be accessed from any computer you might be currently using, assuming internet access. (Though being paranoid I'd of course recommend keeping them backed up to your personal computers and/or a flash drive you keep in your purse/on your keyring/whatever. Which would also keep them available in the event of internet outage.) And then you could I believe have for example one folder for WIPs and another for the hibernating -- or sort by fandom, or however seemed useful for you.

As for keeping track of your ideas, perhaps a text document in which you record every time you get a story idea you don't have time to work on right now? (Probably having a small notebook or some such that you keep on you, for writing these ideas down when you don't have computer access, would also be wise. Copy the new entries into the text file when next you reach a computer -- or just use the notebook in lieu of a text file, though then you risk losing the notebook and having all those notes be gone.)
