But Bush can't actually do that, right? It's outside of presidential powers, he'd need 2/3 of the Congress plus the agreement of 38 state legislatures, so it doesn't sound likely (I think - but again, I'm not in the US and you'd be a better judge of that). To me, it sounds like both candidates are against it personally and report the actual decision on someone else.
