From just what we've seen so far, I think Norrington's in on causing the flash forwards and in the flash forward the wife had, he was calling whoever had the kids and -- from the sounds of the daughter's flash forward -- doing terrible things to them.

I don't think I like this theory, even though it sounds right. :(
