If you transfer money from your bank account to your Paypal account, is there a certain time of day it gets into the account?

Here's why I ask. My brother is going to his orientation in the morning. Due at his orientation is a $100 enrollment fee he needs to pay today (meaning Wednesday). Meanwhile, he's been having so much trouble getting his unemployment payments started that he has literally no money whatsoever until they start, which may possibly be tomorrow (meaning Thursday), which is too goddamn late.

Meanwhile, I am perfectly happy to lend him the money, except I didn't find out about this until after I set up a bank-to-Paypal transfer of $200 to be paid to my copyeditor, which I started the process for right after midnight on Friday morning. The $200 has already been taken out of my bank account on Monday, and the transfer itself is still showing as "Processing" on Paypal. I have a Paypal card, which I was pretty much going to let him borrow today to pay the $100 to Keystone and put $10 worth of gas in his car, except the Paypal account is still showing as empty and the fucking transfer is still showing as "Processing" even though they took the money out of my bank already and Paypal says it's expected to clear today.

So at this point, what may end up happening is that I will have to get up early, trudge down to the ATM with my bank debit card, take out ten bucks so he can get gas in his car, give him the Paypal card, graciously plead with you guys to borrow money I will pay back just as soon as Paypal gets its shit together, try to get the sleep I am miserably failing to get right now, force myself to wake up and shower, then drag myself off to work at a job I really, really, REALLY genuinely haaaaaaate right now.

... motherfuck my life, y'all, for real.
