I bet you're right. They do a lot of name in-jokes, like "M.A. Peel" and "Jonathan Steed", plus Archie Leech (Cary Grant's real name, a reference to "To Catch A Thief"), plus the throw-away name Guy Hamilton (Eliot's news reporter name in the second episode), the director of "Diamonds Are Forever." The third or fourth time I watch an episode, I'll sometimes do an IMDb search on a character's name to see if I missed a name-joke.

I also caught the gunman's name in "Inside Job" being Voorhees (as in Jason).
