Break the chicken up into small pieces, and give him a bit every time he meows. Then work your way up to rewarding anything that sounds a bit more like "chicken" (or whatever your target word is) than "meow". You have to reward every increment, though, and sometimes give a "jackpot".
Mind you, my mother did this and got a dog who would stand in the kitchen and bark until she gave him a biscuit. Don't say I didn't warn you.
