The main one that always comes to mind is Harold Ramis, when he was younger (i.e., when he was in "Stripes" or "Ghostbusters", not his brief appearance in "Groundhog Day"), but he'd have to change his hair. Next closest would be Joshua Molina (Jeremy from "Sports Night", also appeared in "Bulworth"... and "The West Wing", I think).

2. Which actor/actress plays you based entirely on the similarity of their personality to yours?
Such a person does not exist.

3. Which actor/actress plays you based entirely on having portrayed someone exactly like you in another movie, and which role was it?
Such a character does not exist, either. (Though Molina-as-Jeremy would probably be the closest for this question and the previous one...)
