In Texas I live about 60 miles from Midland, Bush's hometown, and I say "used to could" all the time. Doesn't make it grammatically correct, but it is a valid West Texas-ism. ;)

In Georgia my mother sometimes says "used to could" and gets made fun of by my father for it.
I find it disingenuous, though, because aren't the Bushes from CT, even though they (or some of them) live in TX?

Yeah, Dubya was born in Connecticut, though he spent a good chunk of his formative years in Midland, Austin, wherever. This provides a nice 'out', as Texans who like him can say, "He's one of us!", and Texans who don't like him can say, "Don't look at us, he's a YANKEE."
