Yes, well, I thought Janet's boob was just a bunch of skin, too. I mean, I show people equally sizeable bits of my skin all the time. Apparently there are certain bits of skin that require sheltering.

Or, the FCC is staffed by persons who have undergone procedures designed to disengage thought from other brain function.
